A workshop for administrators, boards, and potential PAC members

Dr. Teresa Eineman, Crown Point superintendent, and Dr. Larry Veracco, Lake Central superintendent, will provide information about their successful referenda. Both campaigns involved similar strategies even though one was a General Fund referendum and one was Capital Projects Referendum. But, as workshop participants will learn, each referendum in each community is different. Dr. Veracco will also be able to explain why this referendum ($160 million) succeeded, when the one in 2009 failed. Come learn about the communication and campaign strategies that were common among both successful referendums that likely should be utilized for your referendum.

Workshop participants will be taken through a process utilized by a consultant that frequently beats the odds. One session focuses on the role of board members during a referendum.

The FAIR staff feels that the workshop provides a great opportunity to learn about the legalities of a referendum from Jane Herndon, one of the most knowledgeable attorneys in Indiana. Jane will focus on the legal elements of a referendum, including the campaign and PAC. Learn about the procedures for financing a school construction project, rules & restrictions on promoting a project, creating a PAC, Indiana’s campaign calendar, operating referendum timetable, history of successful and failed referenda, the “Public Question”, House Enrolled Act 1238, referendum or petition-remonstrance process (formula), construction referendum process, PAC fund raising sources (and limitations), etc.

Workshop participants will receive Legal Elements of a Referendum publication and a list of Funding Sources for a Campaign.

Bring your questions to ask the experts. Important and useful handouts will be provided.
